The City of Hillsboro, OR has had great success attracting high tech companies like Intel, Sun Microsystems, and Yahoo! This is a great example for areas looking to emulate success in high tech areas and is the reason why nearly 20 representatives from the Albany, NY-area recently flew cross-country to visit the thriving Oregon city.
What did they learn? According to articles in the Glens Falls Post Star one of the important lessons was that Hillsboro had implemented smart policies for land use that constrain urban and suburban growth in order to preserve agriculture as well as undeveloped countryside. Given upstate New York's long tradition of fine dairy farms and rolling green hills this is, no doubt, a priority for the Albany area. As one article notes, the Albany area already has a healthy traffic in tourism and future economic development will have to sit comfortably with this existing economic driver.
Another lesson learned was that successful economic development efforts are built from cooperation. Different levels of government work together across jurisdictions and sectors with some clear objectives in mind. Of course, while the Post Star articles don't mention it, every successful development effort has to have elements outside of government working to set the stage for success. Beyond the chambers of commerce that fund these sorts of useful exploratory ventures there must be all sorts of nonprofit, charitable, and volunteer organizations that maintain a dynamic quality of life that will lure businesses into relocating to an area.
